The Ministry of Industry and Information Technology released a new version of the lithium-ion battery industry standard conditions and management measures.
On December 10, the Ministry of Industry and Information Technology issued the official version of “Lithium-ion Battery Industry Specification Conditions (2021 Edition)” and “Lithium-ion Battery Industry Specification Announcement Management Measures (2021 Edition)”, which clearly requires energy storage batteries to have an energy density of ≥145Wh/ kg, the energy density of the battery pack ≥100Wh/kg.

In order to further strengthen the management of the lithium-ion battery industry, promote the transformation and upgrading of the industry and technological progress, the “Lithium-ion Battery Industry Specification Conditions” and the “Interim Measures for the Administration of Regulatory Announcements in the Lithium-ion Battery Industry” have been revised and are hereby announced.
The “Lithium-ion Battery Industry Specification Conditions (2018 Edition)” and the “Interim Measures for the Administration of Lithium-ion Battery Industry Specification Announcements (2018 Edition)” (Announcement No. 5, 2019 of the Ministry of Industry and Information Technology) shall be repealed at the same time.
Battery tech solution
As we all know, the two main tech solution of power batteries are the ternary route and the lithium iron phosphate route, especially the lithium iron phosphate route.
With the advantage of cost performance, it only took more than a year to surpass the ternary route. In the capital market, lithium iron phosphate batteries (Lifepo4) has also become the hottest track in the second half of the year.
However, although lithium iron phosphate has made great progress in energy density, mainstream products are still only about 160Wh/kg, and only a few head manufacturers can achieve more than 180Wh/kg.
The draft of the “Industry Standards” that is freshly released does not distinguish between battery technology routes, but is one size fits all, limiting the energy density to more than 180Wh/kg. This means that the policy has raised the threshold for the industrial layout of lithium iron phosphate batteries, and under the background of the rapid expansion of production capacity, it is bound to have a certain impact on the expansion of low-end production capacity.
Why such a huge change occurred ?
We do not know why such a huge change occurred in the formulation of this norm in just three weeks.
However, we can make an outlook on the future development direction of the lithium battery industry based on this. Lithium battery senior analysts pointed out that the relaxation of lithium iron phosphate may mean that competition in the future will be more intense, and the competition pattern of the industry still has great variables.
It’s all possible. As for ternary batteries, due to the further increase in the threshold, outdated production capacity will be gradually eliminated, leading companies will have more advantages, and the industry concentration will also be further improved.
It is worth mentioning that the Ministry of Industry and Information Technology stated that the “Specific Regulation” are intended to encourage and guide the industry’s technological progress and standardized development of guiding documents, and do not have the pre- and compulsory administrative approval.
But even so, the guiding significance of this cannot be completely ignored. After all, six years ago, the “Automotive Power Battery Industry Specification Conditions” also issued by the Ministry of Industry and Information Technology had a profound impact on the development of the power battery industry.
